I'm not 100% sure that the Lord will kill his worth in enemies every time and so that makes him an expensive distraction, but most mods make the Necrons so much worse.

I still feel like necrons are overpowered as shit in DC/SS. All you have to do is send your necron lord into an opponents base and just keep endlessly resurrecting him and leaving him to wreck shit, and while the enemy is caught up with that you build up in the background.

The problem is really that you get your lord so early, and it's such a capable unit even without any upgrades that in such an early game point when you can send him there, a lot of races struggle to deal with him at all. Hell, I'm pretty sure you can just teleport him in right of the bat if memory serves.

I still maintain that DC was better balanced overall than SS.

It's not so much killing enemies, but killing builders and destroying things like generators or listening posts.

The enemy either gets slowed down by that, or they have to divert a pretty reasonable portion of their own forces just to keep him down, which eases the pressure on you and in any case slows the enemy down, allowing you to outtech them (I think the reason he's so resilient is that he has commander armour, which negates a lot of damage from most sources). 

I like to play IG in which case it's a particularly annoying tactic since in vanilla guardsmen aren't worth a damn initially, and it usually happens a little before you can tech up a bit and get out stuff like an autocannon emplacement or vehicles. My usually strat was to kill him in the base (which was most of the struggle), then box him in with turrets before he could resurrect. It worked pretty well because IG turrets had good damage and were quite resilient, and the IG builder unit could repair pretty quickly as well.

You know what's fun? In Soulstorm, the Tau start with no territory execpt their little moon. The two paths planetside lead to two territories flanking the Ork base, and both are only one territory away from the Marines base. Until the Orks die, they'll harrass your supply-line-supporting territory for eternity.

It gets sorta annoying when you have the third attack on the same spot in a row, a spot which continues to be heavily armed from battle start and doesn't seem to be letting up anytime soon, hint, hint AI. Thankfully  it only takes 2 minites to crush them (I will never trust autobattle ever, my first try with it caused a 4-power enemy army to bring a 9-power territory to 1 in a single round, which resulted in an instant savescum).
