12km/s would vaporize the bullet in flight, anything above 8km/s basically requires an ablative heat shield. Above 2km/s only special materials capable of withstanding the heat and pressure would be effective.
So you are kinda limited to 2km/s maximum, just to avoid having the bullets be melted by the friction of moving through the air.
Picking numbers for this, I'd say 600m/s for high rate bullet spray that way they are still flying supersonic for flight stability while individually fired sniper shots would be pushing the 2km/s materials barrier.
oh. I read that snipers have a muzzle velocity of 1.7km/s, but I guess that makes sense...

Or go with what Surge said and give it a plasma rifle setting werein it fires at sniper rates but is able to pierce heavily armored targets by firing a special projectile at such a high velocity it intentionally vaporizes and becomes a plasma charge. Which if I recall the US Military is actually developing a railgun based cannon that does exactly that.
So for crowd control you rain physical projectiles at just over Mach 1, but a high rate of fire without exceeding the power supply or cooling limits. Then for sniping of armored enemies, you have your choice of a physical projectile at Mach3 or a compressed plasma charge travelling at Mach 10.

If you have something that works well enough and people really like it, changing a bunch of stuff for the sake of looking "new and hip" will often lead to controversy and annoying a whole lot of people. However, in some cases, changing things up can lead to good things too. The success stories of big changes are far fewer than the failures, though.
