So does anyone know if there's an XCOM2 mod that reimplements things like Not Created Equally and Hidden Potential that also works with the Spectrum overhaul mod? I can't seem to find any.

You see ivan, attack helicopters are expensive, so combine attack jeep with regular helicopter for maximum efficiency.
Real talk, I tested and the gun works fine in this configuration, as the cables holding the UAZ up are not actual objects, but Arma's dodgy netcode in situations like this and the inherent twitchiness of helicopters means I can't recommend assaulting a base like this.

it's a russian chopper, so I'm sure it can tow a T-90MS into the enemy base instead

Who cares if it's ill-advised? It has style!
Like the time I tried fast roping out of an Mi-8, my friend flying it twitched to the side and threw me 10 feet breaking almost every bone in my body, and then literally just landed where he had been hovering over and ran over with a medkit.
I'd like to stress that the fast-rope was his idea and we were both going to have to get out at some point.
I'm pretty sure most pistol sights if not all sights are set to account for bullet drop so shooting gangster style is pretty much setting the sight off center 90 degree to the wrong side

They are manually set to account. You dial the iron sights for different ranges. Pistol sits usually don't dial like that though, and they aren't intended to be used at ranges where that would matter.

You ever shot a pistol? it's not like movies. Based on my limited experience even a skilled shooter would have difficulty hitting targets at 75m and anything much beyond that would amount to almost a total fluke.
When I went to try it out, holding it as steady as I could with both hands I struggled to even hit targets <10m away, everyone new there did.

not really considering how strict firearm law here is (you're more likely get mugged from a robber with a parang than a pistol, assuming he did not stole or even bribe one from the police), but yeah you really shouldnt use pistols at near 100m I'm not sure how you miss at <10m but at ideal condition with just gravity you mostly should aim high or low to hit.

If you haven't actually fired a gun yourself you don't really know what it's like.
Unless you have military training or a lot of practice it's incredibly hard to aim a pistol and remember that a short barrel doesn't offer perfect accuracy.
